Major Reforms in Residency Law Announced by Prime Minister Ünal Üstel
In a recent public statement, Prime Minister Ünal Üstel announced significant reforms to the regulations concerning foreign nationals and residency permits in the Turkish Republic of North Cyprus (TRNC). Üstel emphasized that these measures are not only an obligation but also a humanitarian and social responsibility. Below are the key changes outlined in the new regulation:
1. 5 Year Residency for Property Owners (No Income Requirement)
Foreign nationals who own real estate with a title deed are now eligible for a 5-year residency permit without needing to meet the previous minimum income requirement. The permit will be granted upon submission of the property deed.
2. Extended Residency for Sales Contract Holders
Applicants with approved property sales contracts from the Tax and Revenue Office will now receive a 2-year residency permit instead of one year. If the purchase permit is confirmed by the Council of Ministers, this can be extended up to 5 years. However, the minimum income requirement still applies in these cases.
The 90-day visa allowance, which was previously available only to title deed holders, is now also extended to individuals who present a registered sales contract.
4. Residency Exemption for Minors and Fine Amnesty
Foreign students under 18 enrolled in primary or secondary educational institutions in the TRNC are now exempt from residency permit requirements. Additionally, penalties for previously unregistered stays have been waived.
Foreigners marrying TRNC citizens to benefit from exemptions must do so while legally residing in the country.
6. Extended Short-Term Residency
The initial one-year short-term residency permit can now be extended for up to two years in subsequent applications.

7. 5-Year Health Insurance for Senior Property Owners
Foreign property owners over the age of 60 will now only need to obtain health insurance once every five years instead of annually. This policy comes into effect in May.
8. Inclusion of Private Healthcare Providers
Health insurance processes will now include private hospitals and laboratories, expanding beyond public institutions. This aims to improve service quality and reduce processing congestion.
These updates mark a major step toward facilitating foreign residency and property ownership in Northern Cyprus. With these reforms, the government aims to create a more welcoming and efficient environment for international investors and residents.
